Ok am I just confused here-are you going to win more for a losing hand than for a winning hand? How does that work exactly-I've not heard of a game like this before.

That's what it sounded like to me, but I think what it meant was 40% will be 'split' among the losing hands and then the winner will get 20% all to him/herself, so the winner will still walk away with more.
