I dont think a promo has to be top notch in the highest winnings to attract people, this might just be one to get them in the door and stay longer than a quick look around.

Would this not be the same as just winning free tokens? It might not be money per say but it still lets you gamble for free, right?

I don't see any reason why this is a bad thing, continue your normal play and you are also entered to win. That seems pretty simple for doing nothing and still having a chance to win.

Any promotion is better than none, I suppose, but this one just falls flat for me. I want to win cold, hard cash. I think they need to keep trying if they want to have a promotion that wows the customers and wins more customers to their site.
