| How legal is this in the US? Is there any stipulation attached to buying a ticket that states that only the person who bought it can cash in a winning?

| There are no stipulations about the person buying being the only one who can win. In fact it is soley about who has the ticket in their possession and prove ownership. That why so many people give them as gifts.
