Parenting is of course the responsibility of parents, who should gbe trying to raise their kids up right. It's the parents responsibility to regulate what goes on in their kids' lives. Sure, but that is far from just being an issue with age. People of all ages lose their shirts, just because they had to be gung ho and let themselves get into that situation.
