I believe that generally they are a type of software used to analyse how others play the game. I guess that people use it to give them an edge over the other players.

Depends on the context your using it in. If your talking about tools to improve your game etc, that can be anything from poker tracking software, poker books, game simulators etc. Otherwise when people are talking about tools, they are talking about certain skills or moves that they use and/or have really fine tuned. For instance, bluffing is one tool, strong people reading skills is another tool, great math skills are yet another.
