Bigger maybe, but better is rather subjective. The cultures are different, and many Brits would feel the opposite of what you do.

What happens then if you are, say out for a walk without ID? Could you be carded in the street by a cop? What would the consequence be of not having ID on you?

Also not all countries currently require photo ID of everyone. The UK does not-drivers licenses (older ones) are still just a piece of paper, no photo.
