Germany’s head coach, Joachim Löw, offered the following explanation for the low-scoring group stages:

"Teams are simply more defensive at this stage of the competition and there is a fear of losing. Once you get into the knockout stage, that's replaced by a desire to win."

The numbers, however, would suggest a different story. At Euro 2012, under 2.5 goals would have been a winning bet in four of the seven knockout games. So, the quarter-finals might actually turn out to be low-scoring like the group games. With Euro 2016 lacking a dominant team, it could work out best to bet on goal-scoring markets.
