New York Study on Sports Betting Delayed Until April 2020

A highly anticipated study by the New York State Gambling Commission centered on the state’s private casinos implementing mobile sports betting, among other gambling policies, has been delayed.

Mobile sports betting and bookies are not permitted in New York; bettors can place their wagers only at brick-and-mortar sportsbooks and those are limited.

Initially, the commission was to choose a bidder to conduct the study by Aug. 12, and the study was supposed to begin on Sept. 1. But the study findings are now scheduled to be released April 1, 2020 – the same day that New York state’s budget is due, Rochester First reported.

Given that the study won’t be released until the same day as the state’s budget, this will almost certainly push back mobile sports betting to 2021, among other gambling and casino possibilities.

Several state officials are concerned that this delay means New York will continue to miss out on mobile sports betting revenue because the state limits action to brick-and-mortar locations. States that have launched online sportsbooks have seen a considerable higher margin of revenue than those limited to land-based locations.

For example, brick-and-mortar sportsbooks in New Jersey garnered a handle of $44,357,272 for August, where online platforms took in a whopping handle of $249,237,590 that same month.

As it is, many New Yorkers are going elsewhere to place their bets. Players near New York City who seek a legal sports betting market prefer finding a domestic bookie simply make the short trip to a neighboring state, like New Jersey and Pennsylvania, two states where mobile sports betting has already been launched.

New Yorkers Limited to Land-Based Sportsbooks

There are currently four commercial Upstate New York retail sportsbooks for players to choose from: Tioga Downs Casino’s FanDuel Sportsbook in Nichols, Rivers Casino’s Rush Street Gaming Sportsbook in Schenectady (the state’s first retail bookie), Resorts Catskills’ bet365 in Monticello and Del Lago Casino’s DraftKings in Waterloo.

For tribally operated casinos, the Oneida Nation has partnered with Lounge with Caesars Sportsbooks at three of its New York establishments: Turning Stone Casino in Verona, Yellow Brick Road Casino in Chittenango and Point Place Casino in Bridgeport.

The Saint Regis Mohawk’s Akwesasne Casino will soon launch a sportsbook in partnership with The Stars Group. Seneca Gaming Corporation recently announced that it is making progress on a sports betting options for its casino in Niagara Falls.

Study About More Than Sports Betting

Brent Stevens, Chairman and CEO of Peninsula Pacific, the company that owns del Lago Resort & Casino, told Rochester First his feeling about the delayed New York sports betting study.

“While we are disappointed that the deadline is pushed back, we respect the Gaming Commission’s decision,” Stevens said.

“This comprehensive and detailed report will be used to determine gaming policy statewide, therefore we understand if more time is required. However, we believe a first draft deadline of April 1, 2020 (must) be upheld.”

Beyond examining mobile sports betting, the study could also lead to approving three more casinos near New York City, increasing video lottery terminals (VLT) and off-track wagering establishments, altering the tax rate for commercial casino games and launching other forms of online gambling.

While New Yorkers are eagerly awaiting mobile sports betting, many officials are anxious for the report because of the revenue the state is missing – and seems likely to miss for another year.
