Therefore, in this situation, Blumenauer appears to be suggesting that the 25th Amendment needs adjusting because he fears Trump may prevent any attempts to oust him. To back this up, the Oregon Democrat stated that he's noticed this flaw in light of "mental or emotional incapacity".
Although he stopped short of pinning these accusations on Trump, the message seems to be that he, at least, is looking at legal loopholes to remove the divisive figure from office.
