Gambling.com’s independent reviewers examine all West Virginia betting sites to determine which offer the best user experience and mobile betting apps. We sign up for accounts and make wagers. Among the most important factors we take into consideration:
Software: While betting sites may look similar, no two are the same. Each site uses different software and some sites are more user-friendly, functional and faster. We test the software to determine the best.
Bonuses and promotions: New account holders receive welcome or deposit match bonus offers, each containing specific terms and conditions. We sort through the offers to determine which are the most generous and which are the most restrictive.
Safety: We only recommend online sportsbooks licensed by the West Virginia Lottery Commission, which regulates online sports betting in the state. This ensures your account funds are secure.
Odds and selection: Which West Virginia betting sites offer the most competitive betting lines? The most robust betting menus? Which offer the most comprehensive in-game betting opportunities?

West Virginia was the fifth state in the U.S. to legalize sports betting and the third to allow legal online sports betting.
WV lawmakers approved sports betting in March 2018, two months before the U.S. Supreme Court overturned the Professional and Amateur Sports Protection Act (PASPA), which had restricted legal sports wagering outside Nevada. West Virginia Gov. Jim Justice allowed the bill to become law without his signature (his family owns The Greenbrier). The betting law legalized land-based and online sports wagering. The West Virginia Lottery oversees licensing and regulating through its lottery commission.
Hollywood Casino at Charles Town Races accepted the first land-based sportsbook bet in August 2018. The state’s first West Virginia online sportsbook to launch was BetLucky.com in December 2018. However, BetLucky (which was also the land-based sportsbook at Mardi Gras and Wheeling Island racinos) ceased operations in March 2019 due to a dispute between Delaware North, which owns both properties, and betting partner Miomni Gaming. The retail sportsbooks were closed for nearly a year before opening in January 2020 with Delaware North now partnering with industry veteran IGT.
West Virginia sports bettors were left without an online betting option until FanDuel filled the gap in August 2019, followed by Draftkings two days later. As of April 2020, the state had five land-based sportsbooks and three online betting sites.
You must be 21 or older to place bets on sports in WV.
No. You can live anywhere, but must be inside the state of WV when placing a sports wager.
At any one of the state’s five land-based sportsbooks (located at the state’s casinos and racinos) or three online sportsbooks.
Just about any sport you want. There are no restrictions on any pro or college sports, including West Virginia teams.
Betting on high school sports is prohibited. Betting on eSports is permitted if all participants are at least 18 years old.
Only the state’s five racinos and casinos are licensed to accept sports wagers. They are Hollywood Casino at Charles Town Races, Mountaineer Casino Racetrack, Mardi Gras Casino & Resort, Wheeling Island Hotel Casino Racetrack and The Greenbrier Casino Club. Each is permitted to partner with up to three online sportsbook operators.
The state lottery commission, the West Virginia Lottery Commission, regulates sports betting in the state.
The first online sportsbook in WV launched in December 2018, when the BetLucky app was introduced. BetLucky ceased operations in March 2019, and FanDuel and DraftKings launched in August. BetMGM joined the WV online marketplace in January 2020.
All of the same bets that are accepted at land-based sportsbooks, including point-spread bets, moneylines, totals, parlays, teasers, futures and proposition bets.
Yes. In-play wagers are placed after a sporting event has started. Online operators set adjusted odds based on computer algorithms and you can place bets on new spreads, totals and props.
The most common bonus offers are for new players. They include welcome bonuses for signing up; deposit matches after a player makes an initial deposit; and no-risk free bets. All of these bonuses will deposit free money into your account, but generally include some form of wagering requirement that must be met before the bonus money can be redeemed. Read the terms and conditions carefully.
Yes, in fact it often makes sense to do so. Signing up at more than one site allows players to claim multiple bonus offers.
None yet, though FanDuel, DraftKings and MGM, which operate online sportsbooks in WV, all have sponsorship deals with major pro sports leagues or teams.
Each WV online site offers multiple deposit options. The most common are debit/credit cards; e-wallets such as PayPal and Neteller; Play+; e-check, which electronically transfers funds from your bank account to online sportsbook account; and PayNearMe, which will scan a bar code at a WV 7-Eleven, CVS Pharmacy or Family Dollar Store and transfer cash into your sportsbook account. Fees vary, especially when using a credit or debit card. Also note that some credit cards will not work because your financial institution may still be blocking gambling transactions even though they are completely legal.
Because they are not licensed or regulated. If an offshore-based sportsbook abruptly shuts down, account holders would have no recourse and could lose access to their funds. Even withdrawal requests from offshore sites are risky because U.S. banks cannot knowingly engage in transactions with any company or person involved in unlawful internet gambling.
There are three online sportsbooks in West Virginia: FanDuel, DraftKings and BetMGM. More are on the way. Mountaineer has yet to launch an online site. Mardi Gras and Wheeling Island appear ready to replace the defunct BetLucky.
WV handled $39.6 million in sports bets during its February 2020 reporting period, a state record and 12% increase from January. Since sports betting began in 2018, West Virginia has handled more than $369 million in sports bets.
West Virginia sportsbooks pay a 10% tax on sports betting revenues, which is below the national average.
New Jersey, Pennsylvania, Indiana, Nevada, Iowa, Rhode Island, Oregon, New Hampshire, Illinois, Michigan, Tennessee, Colorado, Mississippi and Delaware. Illinois, Michigan, Tennessee and Colorado have passed the law, but not yet rolled out online betting sites. Mississippi allows mobile sports wagering only on casino property. Online sports betting is legal in Delaware, but not active.
Yes. West Virginia lawmakers approved online sports betting in 2018, and legalized online casino gambling in 2019. Three online sportsbooks are currently operating in West Virginia. Regulations for online casino gambling are still being finalized, and the state’s first online casino is expected to launch in 2021.
