The Gambling Regulation Act 2024, enacted on 23 October 2024, created the Gambling Regulatory Authority of Ireland (GRAI) - or Údarás Rialála Cearrbhachais na hÉireann - which became operational on 5 March 2025. 

This independent body is responsible for overseeing both online and land-based gambling in Ireland, with licensing being rolled out in phases through to 2027. What this means for players:

Fair and tested games 

Operators will be required to meet regulatory standards designed to ensure games are fair and outcomes are not manipulated.

Strong player protection 

Licensed operators must carry out age verification and identity checks (KYC) and provide responsible gambling tools. A National Gambling Exclusion Register is being introduced by the GRAI, which will allow players to self-exclude across all licensed operators from a single register.

Secure payments and oversight 

Licensed operators are required to meet financial compliance standards, including a ban on credit card payments for gambling.

Independent dispute resolution 

GRAI can issue fines of up to €20 million or 10% of a licensee's turnover, whichever is higher, to ensure industry compliance and protect Irish players.

2026 Regulatory Updates

The GRAI's licensing regime formally opened in February 2026, with further phases continuing throughout the year:

  • Licensing now open - The GRAI began accepting remote and in-person betting licence applications in February 2026, with online gaming licences to follow in phases through to 2027.
