Cambodia Drafts Suitability Framework For Casino Licence Renewals
Cambodia's Commercial Gambling Management Commission (CGMC) has drafted a new suitability framework for renewal of casino licences, according to an official statement reported by Asia Gaming Brief.
The regulator's General Secretariat reviewed and discussed the proposed rules at a meeting on September 4, although it doesn't say whether the proposals cover online casino operators.
The meeting was chaired by CGMC Secretary-General Yeth Vinel and attended by senior officials, technical advisors and members of the regulator's internal audit unit.
What The Framework Covers
The CGMC said the framework will set minimum suitability conditions for obtaining a casino licence, based on existing laws, regulatory instruments and the wider goal of strengthening Cambodia's commercial gambling sector.
The regulator has not yet disclosed the specific assessment criteria it plans to use or a timetable for implementation.
The initiative follows a broader campaign against online scam operations linked to some gaming properties.

Cambodian authorities investigated 195 licensed casinos between July 2025 and July 31, 2026, revoking 20 licences and suspending 29 more over links to online scam activity, according to official figures released in August.
A further 23 casinos had their licences expire and ceased operations during the same period. As part of the crackdown, authorities investigated 751 locations suspected of involvement in online scam operations and shut down 605 of them.
The CGMC has also acted against individual properties, revoking the licence of Casino Ying Huang in Sihanoukville in May after alleging links to online scams and uncovering illegal weapons and narcotics, and pulling the licence of Shang Hai Resort in Svay Rieng province a month earlier following similar findings.
