Jamaica Grants First Casino Licence, Clearing Path for More Resorts

Jamaica has awarded its first casino gaming operator's licence, a step the Caribbean island's regulator describes as a milestone more than a decade in the making. 

The Casino Gaming Commission (CGC) announced that it had granted the licence to Adamas Grand Casino Limited to run the casino at the Princess Grand Jamaica resort in Green Island, Hanover.

Who Will Run the Casino

Adamas Grand Casino Limited will operate the venue under a management agreement with Grupo Orenes, a Spanish gaming group. The Princess Grand sits within an integrated resort development valued at about US$400m, the type of large mixed-use property that Jamaican law now requires before any casino floor can open.

CGC chief executive Cleveland Allen said the operator aims to open the casino by December but has until March 31, 2027 to meet the full set of conditions attached to its licence.

Allen has framed the commission's early work around building a compliant industry from the outset, and the licence carries anti-money laundering, internal-control and due-diligence requirements that the operator must satisfy before the doors open to players.

How Jamaica's Casino Law Works

Jamaica's Casino Gaming Act allows casinos only inside approved integrated resort developments and bars standalone gambling venues. 

Both residents and tourists will be permitted to play, though access to the casino floor is restricted to guests and visitors with authorised entry to the resort. The model is closer to the destination-resort approach seen in parts of Asia than to the high-street betting shops common across Europe.

More Resorts in the Pipeline

Tourism Minister Edmund Bartlett said the first licence should open the way for further integrated resorts, confirming that at least three additional projects are weighing casino operations. Among them is a proposed Hard Rock development at Rose Hall in the parish of St James, one of Jamaica's main tourism corridors. 

Bartlett stressed that every applicant must clear the same extensive due-diligence and regulatory checks before a licence is considered.

The government's pitch is that casino gaming widens Jamaica's tourism offer by drawing higher-spending visitors and creating skilled jobs that require specialist training. Bartlett said he expects the first casino to be trading before the peak winter tourism season, when arrivals to the island are at their highest.

A Boost for Caribbean Tourism

For the wider Caribbean, Jamaica's entry is significant. The region has long relied on cruise traffic and beach tourism, and a regulated casino sector inside branded resorts gives destinations another way to compete for visitors who might otherwise head to established gaming markets. It also places Jamaica alongside a small group of Caribbean jurisdictions building formal casino frameworks rather than tolerating informal gambling.

The Test Is Delivery

The immediate test is delivery. A licence is not an open casino, and the December target set by Princess sits against a regulatory deadline of March 2027. The CGC will need to sign off on controls, systems and staffing before play begins, and the pipeline of further resorts depends on those investors clearing the same bar.

What to watch next is whether Princess opens on schedule and whether any of the three trailing projects, the proposed Hard Rock among them, formally file for a licence. Each new application will test how quickly Jamaica can move from a single approval to a functioning online casino sector.
