PAGCOR Sets Slot Rebate Rules For Licensed Land-Based Casinos

The Philippine Amusement and Gaming Corporation (PAGCOR) has implemented new rules governing cash rebate programmes at licensed land-based casinos, capping cash rebates at 1.4 percent of a player's turnover under an October 13 notice.
The remaining allowance under the regulator's overall incentive ceiling can be used for non-cash incentive commissions, capped separately at up to 0.2 percent, keeping the combined cash-plus-non-cash total at 1.5 percent.
Rules Build On PAGCOR's Existing Rebate Framework
The October notice implements a framework PAGCOR first set out in May 2026, when the regulator capped cash rebate programmes for electronic games, including slot machines, electronic bingo, numeric games and sports betting, at a maximum of 1.5 percent of a player's turnover or deposit.
Casino table games and arcade-type games were excluded from that turnover-based rebate provision, while net-loss-based cashback programmes were capped separately at up to 15 percent of a player's losses.
PAGCOR's Electronic Games Licensing Department (EGLD) is responsible for evaluating and approving cash rebate programmes submitted by gaming support agents, integrated resort licensees and operators, taking into account the return-to-player rate of each individual game before issuing approval.
Rebates Are A Key Lever In The Philippines' Casino Market
Cash rebate and cashback programmes are a standard marketing tool for land-based casino operators in the Philippines, used to attract and retain high-volume slot and electronic game players.
By formalising the split between cash and non-cash incentive commissions, PAGCOR is giving operators a clearer compliance line for structuring these loyalty programmes without breaching the overall 1.5 percent ceiling the regulator set earlier in the year.
The move follows a broader pattern of PAGCOR tightening oversight of player incentive programmes across its licensed gaming support agents and integrated resorts this year, part of its wider remit regulating online casinos and land-based gaming operators in the Philippine market.
