Pennsylvania Gaming Revenue Hits Fifth Consecutive Annual Record

The Pennsylvania gaming industry reached a peak of $6.79 billion in gambling revenue in 2025, up 10.7% from 2024. 

This marked the fifth consecutive year of record-setting gambling revenue in the Commonwealth, cementing Pennsylvania’s position as one of the most comprehensive and diverse gaming markets in the United States.

The latest figures show a clear shift in consumer engagement as digital platforms continue to expand. 

iGaming once again delivered record-breaking performance, while traditional slot machine growth showed signs of plateauing rather than continued expansion.

Total iGaming revenue rose 27% to $2.77b, accounting for more than 40% of total gaming revenue. 

This sustained growth reflects Pennsylvania’s early move to regulate online casinos, with a broad mix of online slots, table games, and live-dealer options driving strong player retention.

Hollywood Casino Top Operator

Hollywood Casino at Penn National in Grantville emerged as the state’s top iGaming operator, generating more than $1b in annual online revenue for the first time. 

Valley Forge Casino Hotel also posted strong gains, largely due to its partnerships with major online sportsbook and casino brands. 

Rivers Casino Philadelphia enjoyed a breakout year as well, strengthening Philadelphia’s role as a key hub for both retail and online gaming.

While online gaming surged, retail slot machine revenue dipped slightly, falling 0.6% to $2.43b. 

This modest decline mirrors a broader national trend, as more players choose digital platforms over in-person casino visits. Despite the drop, slot machines remain the largest segment of retail gaming in Pennsylvania.

Parx Casino Leading Slot Revenue Generator 

Parx Casino near Philadelphia maintained its position as the state’s leading slot revenue generator, though results were essentially flat year over year. 

Wind Creek Bethlehem and Rivers Casino Pittsburgh also ranked among the top performers, even as both recorded modest annual declines.

Sports betting revenue climbed 18% to $602.4m in 2025, driven by mobile wagering and a growing customer base fueled by year-round professional and collegiate sports. 

Valley Forge Casino Hotel led the state in sports betting revenue, while Hollywood Casino at the Meadows and Hollywood Casino Morgantown recorded the fastest growth rates.

Growth across multiple gaming verticals continues to generate substantial tax revenue for Pennsylvania, supporting property tax relief, economic development initiatives and other public services. 

Industry Expectations Suggest Continued Growth

Regulators and lawmakers have repeatedly pointed to the state’s balanced regulatory framework as a national model for integrating retail and digital gaming.

Looking ahead, industry expectations suggest continued growth at a more moderate pace. iGaming is now a core revenue driver, and sports betting is entering a more mature phase. 

As a result, operators and regulators are expected to focus on responsible gaming, technological innovation, and long-term market sustainability.

As 2025 closed as another record-setting year, Pennsylvania’s gaming industry is well positioned to adapt to shifting consumer behavior while maintaining its status as a national leader in regulated gambling.
