Spain's Online Gambling Market Grows As New Deposit Caps Take Hold
Spain's regulated online gambling market generated €454.1 million in gross gambling revenue (GGR) in the first quarter of 2026, a 13.9% increase year on year, according to figures from the Direccion General de Ordenacion del Juego (DGOJ), the country's gambling regulator.
The growth arrives just as new nationwide deposit limits, approved by Spain's Council of Ministers, have come into force for all licensed operators.
Casino Products Drive Growth
DGOJ's Q1 data shows online casino products, including slots, roulette and blackjack, accounted for 54.5% of the quarter's revenue, continuing a shift in the market's balance away from sports betting.
Player deposits reached €1.59 billion for the quarter, up 17.6% year on year, while withdrawals rose 12% to €184.7 million.
Sports betting revenue slipped from the previous quarter, a swing DGOJ's report links to a weaker run of pre-match football wagering.
New Deposit Limits Now In Force
On June 23 2026, Spain's Council of Ministers approved a royal decree setting shared deposit limits across the entire licensed market, driven by the Ministry of Social Rights, Consumer Affairs and the 2030 Agenda.
The caps are €700 per day, €1,750 per week, and €3,300 per four-week period, applied cumulatively across all licensed operators a player uses rather than per platform, replacing a system in which each site set its own independent limit.
Jdigital, the trade association representing Spain's licensed online operators, raised concerns after the decree was published, citing DGOJ data showing around 80% of the country's online players use only a single operator.
The association argued the measure adds systemic complexity for licensees to address a minority of cross-platform players, and pointed to an EY report it commissioned that found roughly one in four Spanish players already access unlicensed gambling sites, warning that further restrictions could push more players toward operators outside DGOJ's oversight.

A Wider Reform Is Also Under Way
The deposit-limit decree is part of a broader regulatory push. In May 2026, the DGOJ opened a public consultation on reforming Spain's 15-year-old Gambling Regulation Law, covering restrictions on celebrity and influencer advertising, customer acquisition bonuses, and a proposal to limit when gambling ads can appear in organic search results.
That consultation closed on June 22 2026, one day before the deposit-cap decree was adopted, and its outcome will determine how much further Spain's advertising and promotional rules tighten from here.
