Vancouver Approves Huge Parq Casino Slot Expansion

Vancouver City Council voted 5-4 to approve a slot machine expansion at Parq Casino, increasing capacity from 600 to 900 machines. 

The decision followed extensive debate over whether expanded gaming would support economic growth or raise concerns about potential gambling-related harm.

Parq Holdings Limited Partnership and the British Columbia Lottery Corporation jointly applied for the expansion, stating the goal is to modernize the facility and retain gaming revenue within Vancouver rather than see it shift to other Lower Mainland communities.

Economic Growth Vs Public Health Concerns

Supporters argue the move does not represent a major escalation in citywide gaming, noting that the downtown casino will still have fewer slot machines than several suburban properties. 

They also cited Vancouver’s population growth over the past 15 years, which has not been matched by additional gaming capacity.

Proponents further pointed to the rise of digital gambling, with many players already turning to the best online casinos or traveling outside the city to gamble. 

The expansion, they contend, helps keep entertainment spending local.

City officials estimate the added machines could generate an additional $1m in the early years and boost funding for responsible gambling initiatives. 

Vancouver collected just over $6m from Parq Casino in the most recent fiscal year, underscoring the venue’s contribution to municipal revenue.

However, public health officials and several councilors expressed concern about potential social costs. 

Vancouver Coastal Health warned that increased slot capacity could elevate the risk of gambling-related harm and addiction. 

City staff noted that if visitation rises as projected, thousands of patrons could fall into higher-risk gambling categories.

Balancing Revenue & Responsibility

Some council members also questioned the reliability of revenue forecasts, referencing past projections that failed to align with actual results. 

Others cautioned against framing expanded gambling as a solution to illegal online activity, suggesting instead that Vancouver should focus on diversifying entertainment options around event venues.

Critics noted that many consumers already engage with digital platforms, including the best online slots, raising broader questions about how land-based casinos compete in a rapidly evolving gaming environment.

Ultimately, the expansion passed by a narrow margin, reflecting a divided council. 

With approval secured, Parq Casino can move forward with plans to install the additional slot machines, marking a significant shift in Vancouver’s gaming landscape.
