DCMS Urged To Extend Gambling Ad Ban

A UK research consortium has told the Department for Culture, Media and Sport (DCMS) that its planned ban on unlicensed gambling sponsorship will not reduce harm around online casinos and sports betting marketing unless it also covers licensed operators. 

Local Health and Global Profits (LHGP), a five-year, £9 million research programme funded by UK Research and Innovation, published its response on September 9, 2026, the day DCMS closed its eight-week consultation on the proposal. 

The DCMS consultation, opened on July 15, 2026, sets out plans to ban physical sponsorship and advertising, including kit deals, stadium billboards and venue branding, by operators that do not hold a Gambling Commission licence.

What LHGP Wants

LHGP welcomed the unlicensed-sponsorship ban as a necessary first step but argued it needs to go further. In LHGP's published response, the consortium recommended the ban be extended to both licensed and unlicensed operators, and to online and digital advertising rather than physical sponsorship assets alone. 

Asked on the DCMS response form what the current proposal, as drafted, would do to the prevalence and severity of gambling-related harm in Great Britain, LHGP said it did not know, in either case.


The Balloon Effect Argument

The submission leans on what public health researchers call the balloon effect: when one marketing channel is restricted, industries redirect spend into channels that remain open, keeping total exposure roughly level. 

LHGP's argument is that operators barred from unlicensed sponsorship deals will simply buy more licensed sponsorship and online advertising instead, so a ban that only targets unlicensed firms would not cut the total volume of gambling marketing UK audiences see. 

The consortium cites the House of Lords report that put industry spend at roughly £1.5 billion a year on advertising, and University of Bristol research that counted more than 27,000 gambling-related messages during a single opening weekend of the Premier League, including over 5,000 in one match - equivalent to gambling advertising appearing in about a third of that live broadcast.

Where The Licensed Industry Stands

The regulated industry has pushed back on widening the ban. The Betting and Gaming Council, which represents licensed UK operators, wants the ban to stop unlicensed firms sponsoring sport, not to be extended to its own members, and argues the licensed sector already meets requirements on player protection and financial safeguards that unlicensed operators ignore. 

DCMS has set out two possible start dates: a fixed deadline in August 2027, ahead of the 2027/28 football season, or a longer transition that lets existing sponsorship contracts run to August 2028. LHGP backed the earlier date, arguing the industry has a track record of using delay to soften new rules.

What Happens Next

Dr Nason Maani, LHGP's deputy director, said the timeline needs to hold regardless of industry pressure. "The gambling industry, like other health-harming industries before it, has a well-documented history of using delay and lobbying tactics to weaken or block regulation that threatens its commercial interests. 

"Government must ensure the timeline for introducing this ban is not diluted or delayed by industry pressure," he said in the consortium's statement. DCMS has not yet published its response to the consultation or confirmed which implementation date, or which operators, the final ban will cover.
