Casino Firm Wins East Cork Arcade Appeal

A casino operator has been granted eased planning permissions after appealing conditions attached to its four-storey gaming arcade development in Cobh, County Cork.

Applicant Wonderboy Amusements Ltd, which shares owners with Coalquay Leisure Limited, an operator of several casinos in Cork city centre, had been granted conditional permission for the development in December 2025, according to Cork Beo. 

The scheme covers a "gaming/amusement arcade" with apartments above it at a seaside site accessible from West Beach and Rahilly Street in the town.

In granting the original permission, Cork County Council attached 18 conditions, including noise restrictions and specific rules for the gaming floor. Among them were a stipulation that permission for the "arcade" use would last only five years, and that opening hours be restricted to 10am-8pm.

The Appeal

Wonderboy Amusements appealed the conditions to An Coimisiun Pleanala (formerly An Bord Pleanala), Ireland's independent planning appeals board. 

The board has now rolled back two of the most restrictive conditions: it found the five-year limit on the arcade use "was not justified and should be removed," and separately extended the permitted opening hours from 10am-8pm to 10am-10pm.

In its determination, the board said the extended hours were "in accordance with the Cork County Development Plan 2022-2028 and the proper planning and sustainable development of the area."

The decision is the latest in a series of planning disputes over gaming arcade developments in Cobh.

Another Application Refused

A separate, unrelated application for a gaming/amusement arcade in a protected structure at East Beach and Lynch's Quay in the town was refused by Cork County Council in February 2024.

Planners cited concerns about the building's status as a protected structure within an Architectural Conservation Area; that case went to appeal separately.

Gaming arcades sit in a specific regulatory space in Ireland, distinct from licensed online casinos, and are typically approved or refused by local authorities as part of standard planning law rather than gambling-specific licensing, with conditions on opening hours, noise and the duration of permitted use commonly used by councils to manage their impact on surrounding areas.

Cork County Council's planning department has regularly weighed amusement arcade and gaming venue applications against town-centre vacancy and amenity concerns in recent years, with Cobh in particular seeing several competing arcade proposals from operators tied to the same ownership groups.

What Next?

The council's conditions on this development remain otherwise unchanged aside from the two revisions made on appeal.

Ireland's gaming and amusement arcade sector operates under a patchwork of rules: the devices themselves are licensed under the Gaming and Lotteries Act, while the premises that house them must separately secure planning permission from the local authority, as in this case. 

That dual-track system means an arcade operator can hold a valid gaming licence for its machines while still needing to win planning consent, or an appeal, before it can legally operate from a given building - a distinction that has shaped several of the disputes seen in Cobh in recent years as operators have sought new sites along the town's seafront.

It is not yet clear when construction on the four-storey West Beach and Rahilly Street development will begin following the board's decision, or whether any further conditions attached to the original 2025 grant will be challenged separately.
