Irish Regulator Warns Funding Gap Will Delay Gaming Licensing

Ireland's Gambling Regulatory Authority (GRAI) has warned that a shortfall in its funding will delay the rollout of remote gaming licensing, including online casino games and lotteries, the Irish Times reported on September 30, 2026.

The authority told the Minister that the budget it received fell short of what it needed to build out the systems required under the Gambling Regulation Act 2024, forcing some planned reforms to be pushed into next year.

Registration Systems Pushed To Early 2027

GRAI confirmed, according to the Irish Times, that "some delays due to resources" had already affected the initial rollout, and that systems allowing operators to register for remote gaming licences are now expected to become available in early 2027 rather than on the timeline originally set out when the authority was established.

Remote gaming covers products such as online casino games and slots, an area the authority has prioritised alongside efforts to clamp down on operators serving Irish customers without a domestic licence. 

Betting licensing, by contrast, began moving forward from February 5, 2026, under the phased approach GRAI set out as it built up its own resources and headcount.

A Young Regulator Still Scaling Up

GRAI began operating only in the last two years as Ireland's first dedicated gambling regulator, replacing a licensing system that had been run directly by government departments. 

Building a functioning licensing, compliance, and enforcement body from scratch within that timeframe was always going to be resource-intensive, and the authority's own warning suggests that the gap between its statutory remit and its budget has become a live constraint on delivery rather than a theoretical risk.

The delay matters beyond paperwork. Until remote gaming licensing is live, operators serving Irish players in that category continue to operate under transitional arrangements, and the authority's ability to enforce against unlicensed black market operators in that space is correspondingly limited. 

A slower rollout also delays the point at which Irish consumers gain full protections, such as mandatory affordability checks and advertising restrictions, that the 2024 Act was designed to introduce specifically for remote gaming products.

What To Watch

The Minister's response to GRAI's funding warning, expected as budget discussions continue, will determine whether the early 2027 timeline holds or slips further. 

Operators currently serving the Irish remote gaming market should expect continued regulatory attention on licensing status in the meantime, even as the formal registration system itself remains under construction.

GRAI's remit also covers advertising standards and problem gambling safeguards for remote gaming once licensing is in place, meaning the delay postpones not just the licence register itself but the full suite of consumer protections the Gambling Regulation Act 2024 was designed to attach to it.
