Botswana Parliament Passes Bill To Cut Gambling Age To 18
Botswana's National Assembly passed a bill on August 13, 2026, to lower the country's minimum legal gambling age from 21 to 18 as part of a wider overhaul of the Gambling Act 2012.
The Gambling (Amendment) Bill 2026 is not yet in force, as it still requires presidential assent and a commencement order before the new age limit applies.
The Bill was one of six pieces of legislation the government put before Parliament for its Winter Legislative Meeting.
Leader of the House Moeti Mohwasa told Parliament in July that the Gambling Amendment Bill 2026 was ready for consideration alongside the Industrial Development Amendment Bill, the Alternative Adult Retirement Age Bill and three other bills, according to Botswana's state-run Daily News.
The age change survived opposition at Committee Stage, where some MPs argued the existing 21-year limit should stay.
The government countered that the law needs to reflect constitutional requirements around adulthood while remaining enforceable in practice, and the clause was retained ahead of the Bill clearing its Third Reading.
A Wider Financial-Crime And Licensing Overhaul
The age reduction is only one part of the Bill. Botswana's gambling regulator has also been pushing for tighter anti-money laundering controls as the country prepares for a mutual evaluation of its financial crime framework, according to Botswana's Weekend Post.
The paper reported that the reforms are designed to bring the country's gambling rules closer to Financial Action Task Force standards, alongside separate plans to issue new online casino licences.
The Bill introduces fit-and-proper assessments for owners, directors, shareholders and key employees of gambling operators, and would allow the regulator to deny a licence to anyone convicted of a financial offence.
Operators would also be required to connect gambling machines to a prescribed government monitoring system, while casino and bingo licence holders would need to run their own monitoring systems in parallel.
Amusement arcades would come under formal regulatory oversight for the first time, with a requirement to register with the gambling authority.
Betting on games such as darts, table football, snooker and pool in licensed liquor bars would remain exempt from that registration requirement, but wagering on the outcome of those games would be explicitly prohibited.
Penalties for breaching the framework would also rise sharply. Under the Bill, offenders would face fines of up to 500,000 pula (about £27,000), doubling to 1 million pula for a second or subsequent offence, alongside the possibility of imprisonment.

What Happens Next?
Passage by Parliament does not put the new rules into effect.
The Bill states that the resulting Gambling (Amendment) Act 2026 commences on a date the responsible minister sets by order in the Government Gazette, and no such order had been published as of September 3, 2026.
Until it is, the current 21-year minimum gambling age and existing licensing regime remain in force.
Botswana's gambling market has grown quickly in recent years, with domestic operators reporting sharp increases in new customer sign-ups.
That growth has come alongside concern about betting spend leaking to unlicensed offshore platforms, which the Weekend Post reported costs the country tens of millions of dollars a year in activity that falls outside regulatory oversight.
The government has framed the wider Bill, including the licensing and monitoring changes, as an attempt to bring more of that spend inside a licensed online casino and betting market.
For operators monitoring Southern Africa, the practical impact will hinge on the order of commencement rather than the parliamentary vote itself.
A lower legal age combined with new online licensing routes would widen the addressable market for regulated live casino products, but only once the Act is formally in force.
