Brazil Bill Would Ban Algorithm-Based Online Casino Games

According to its official record on the Chamber of Deputies' website, PL 2258/2026 would prohibit the operation, offering and advertising of games of chance based on results generated by an electronic system or algorithm, delivered digitally or via the internet, anywhere in Brazil. 

The bill would also repeal Article 3, Item II of Law 14,790 of December 29, 2023, the legislation that established Brazil's regulated betting market.

The bill is currently awaiting referral from the president of the Chamber of Deputies. It still needs to clear the committee stage, a floor vote in the Chamber, passage through the Senate and presidential sanction before any of its provisions could take effect.

The bill does not target Brazil's regulated betting market as a whole. Sports betting falls outside its scope; only online casino products that rely on algorithmic or electronic result generation are affected. 

That vertical is nonetheless significant: online casino games are estimated to generate roughly half of the revenue in Brazil's regulated online betting market, meaning operators built around a two-vertical model face concentrated exposure if the bill advances.

Congress returned from recess on August 3, 2026, and the government is understood to want to advance the bill before the first round of Brazil's elections, adding a political timeline to the legislative one.

The bill lands alongside a separate constitutional question before Brazil's Federal Supreme Court, which is examining whether a 1946 decree-law banning games of chance was incorporated into the 1988 constitution, a case with implications for any future opening of land-based casino gambling in the country.

Brazil's regulated online market currently runs on close to 85 licensed operators managing around 190 brands, overseen by the Secretariat of Prizes and Betting, which has blocked thousands of unauthorised domains and restricted payment processing for unlicensed operators. 

Any move to narrow the regulated product set will test whether that enforcement infrastructure can hold bettors within the licensed market rather than pushing activity toward unregulated platforms.
