Mauritius Ties Casino, Betting Servers To Live Monitoring
Mauritius' government has proposed a wide-ranging overhaul of the country's Gambling Regulatory Authority Act as part of its 2026/27 budget, including a requirement that casino, Gaming House and sports betting operator servers connect directly to government monitoring systems in real time.
The changes are set out in the official Annex to the 2026/27 Budget Speech published by the Mauritian government.
Under the proposed amendments, the servers and terminals of betting operators would need to connect to the server of the Gambling Regulatory Authority (GRA), while the servers of casinos and Gaming House licensees would need to connect to the Central Electronic Monitoring System run by the Mauritius Revenue Authority.
Licensees would be required to keep that equipment continuously connected at all times, giving regulators ongoing access to operational and tax-relevant data.
A New Licensing Regime for Digital Games
The bill also creates a formal licensing pathway for digital games offered by existing casino, Gaming House and limited payout machine operators, who would need to submit certified rules for approval by the Gambling Regulatory Board.
Digital games and platforms would have to be certified by an accredited, independent gaming laboratory before launch. Separately, the outdated hotel casino licence category would be repealed entirely, along with its associated definitions.
The maximum financial penalty for licensees who breach gambling rules or regulatory guidelines would double, from 200,000 Mauritian rupees to 400,000 rupees, and the Authority would gain two new internal divisions covering responsible gambling and communications, and finance and procurement.
The tax base for horse racing betting would also shift from gross stakes to the amount staked less winnings payable, among a long list of licensing and fee changes covered in earlier reporting on the reform package.
