Portugal Gambling Market Revenue Hits Record High

Portugal's regulated online gambling market generated a record €651.9 million in gross gaming revenue (GGR) in the first half of 2026, a 14% increase on the same period last year, according to figures published by the country's gambling regulator, the Servico de Regulacao e Inspecao de Jogos (SRIJ).
The total extends a run of consecutive year-on-year growth that SRIJ's quarterly reports have logged since the final quarter of 2025, with no sign yet of the slowdown that has hit some other regulated European markets this year.
SRIJ has not yet published a full product breakdown for the half year, but its first-quarter figures showed online casino games, including slots, roulette and blackjack, generating €204.2m, or 63.1% of that quarter's total. Fixed-odds sports betting brought in €119.5m, or 36.9%.
That split is close to the full 2025 breakdown, when casino products produced an estimated €758.9m against €447.4m for sports betting, suggesting the balance between the two verticals has held steady into this year.
Two New Operators Licensed In July
The regulator's own licensing notices show the market has continued to add operators through the year. On 24 July 2026, Portugal's Gambling Commission (Comissao de Jogos), part of Turismo de Portugal, issued licences to Retabet Portugal, S.A., trading as Retabet, covering fixed-odds sports betting and slot machines, and to Play Jogo Limited, trading as Vincino, covering slot machines, blackjack and American and French roulette.
Both licences were confirmed in SRIJ's own published notice on 30 July 2026. Retabet's site went live under retabet.pt, while Vincino's was listed as forthcoming at the time of the announcement.
Full-Year Total On Track To Beat 2025
Portugal's four licensed operators generated roughly €1.206 billion in GGR across all of 2025. With €651.9m already booked in the first six months of 2026, the market is on pace to pass last year's full-year total well before December if growth holds at the rate seen in the first two quarters.
Portugal has run a licensed online gambling regime since 2015, with SRIJ publishing quarterly GGR reports and maintaining a public register of every licensed brand, product permission and domain, a level of transparency that has made the market a useful bellwether for regulated growth in southern Europe.
For consumers, the growth and the addition of newly licensed operators such as Retabet and Vincino means more choice within a regulated market, where SRIJ's public register lets players verify a brand's licence and permitted products before signing up.
The regulator's data also gives an early read on how Portugal's market is trending for the rest of 2026, as operators and licensing activity in Southern Europe continue to expand alongside more established Northern European markets.
