Thailand Scrutiny Grows Over Shuffle.com Block

A row over crypto casino Shuffle.com is putting Thailand's online gambling controls under scrutiny. Former Democrat MP Sirichok Sopha has called for deeper investigation into who ordered the site to stop accepting Thai players and what role a Bhumjaithai MP's husband played in the business, the Bangkok Post reported on October 17, 2026.

The MP, Suchada Zhang Thaensap, has denied wrongdoing. The case adds to a year of heavy site blocking in Thailand.

What Has Been Alleged And Denied

Sirichok's questions follow reports that Zhang Taiyang, an Australian entrepreneur and Suchada's husband, holds a stake in the business behind Shuffle.com. In a Facebook post, Sirichok said the shares are preference shares carrying broad rights to company financial information, and asked who benefited from dividends of more than 600 million baht.

Suchada addressed the issue on October 16. MGR Online reported that she said her husband holds only 1% in a legally registered overseas business, that she does not know whether any money from the shares has reached her, and that there is no financial trail linking them to scam networks or transnational crime. She said she is ready to cooperate if the National Anti-Corruption Commission (NACC) proceeds with an investigation.

These are claims and denials from the people involved. No court or agency has made a finding against either of them.

The Block On Thai Players

Thailand's Digital Economy and Society (DES) ministry said on October 9 that it had blocked Shuffle.com nationwide. Permanent secretary Pachara Anantasilp said the site was registered and hosted overseas, so authorities could only block access inside Thailand, which needs a court order and coordination with internet service providers.

Sirichok's question is about sequence. The Bangkok Post said a Shuffle.com notice told Thai visitors the site could no longer accept players from Thailand for legal reasons, which he compared with the page the ministry shows for sites it blocks.

He asked who passed information to the operators overseas and who gave the order. He wants the NACC, the Anti-Money Laundering Office, the Cyber Crime Police and the Department of Special Investigation (DSI) to look into it.

Does A Foreign Licence Protect Operators In Thailand?

The Justice Ministry's Anti-Fake News Centre addressed that on October 7. It said a casino licence from another country does not on its own put a gambling operation outside Thai law, pointing to Sections 4, 5 and 6 of the Criminal Code and the Gambling Act of 1935. Whether an activity breaks the law depends on the facts of each case, the centre said.

Justice Minister Rutthaphon Naowarat has also said he ordered the DSI to open an inquiry and prepare to call witnesses, MGR Online reported in Thai on October 8.

For readers, the practical point is simple. Offshore licensing does not guarantee that a site is legal for people in Thailand, and access can be cut off at short notice. The next developments to watch are any NACC decision and the outcome of the DSI inquiry.
