Adult Gaming Centre Operator Fined £150,000 For Self-Exclusion Failures
The Gambling Commission has fined Holland Park Leisure Limited £150,000 after the operator, which runs three Adult Gaming Centres (AGCs) in Leicester, failed to comply with its licence requirement to participate in a multi-operator self-exclusion scheme, the regulator said in a statement published August 18.
All consumer-facing land-based gambling businesses in Great Britain must take part in a multi-operator self-exclusion scheme, which lets people who feel they are struggling with gambling exclude themselves from one or more premises in their area.
The Commission said Holland Park Leisure was made aware of its obligation to join the scheme but did not do so until its licence was suspended in October 2025.
Third-Party Audit Ordered
Alongside the fine, Holland Park Leisure will undergo a third-party audit reviewing its policies, procedures and controls, as well as the training and competency of its staff, the Commission said.
The regulator has not published further details on the length or scope of the licence suspension referenced in its decision.
The fine adds to a series of Gambling Commission enforcement actions against land-based operators over self-exclusion and player-protection failings, as the regulator continues to scrutinise how high street gambling premises implement mandatory harm-reduction measures.
