L & L Europe Pays £900,000 Over Withdrawal Terms And AML Failings

L & L Europe Limited will pay £900,000 in a regulatory settlement with the Gambling Commission, the regulator announced on October 21, 2026.

The operator runs seven websites including allbritishcasino.com, casinocasino.com and hypercasino.com, and the payment is made in lieu of a financial penalty.

The Withdrawal Failures

The Commission's announcement led on how the company handled cash-outs. One term stated that customers could only request one withdrawal at a time and could not ask for another until the first had been authorised. The regulator found that term unfair within the meaning of the Consumer Rights Act 2015.

In a separate failing, the operator manually reviewed every fifth or tenth withdrawal for some customers, which meant those players had to supply extra information before their money was released. Commission rules say a withdrawal request must not trigger a demand for further information if the licensee could reasonably have asked for it earlier.

Sue Young, the Commission's executive director of operations, said the basic expectation is that players can withdraw winnings swiftly without obstruction from unfair terms or missed earlier checks. She accepted that firms can sometimes ask for information at withdrawal to meet legal duties, but said this was not one of those cases.

AML And Safer Gambling Findings

The investigation also found weaknesses in anti-money laundering controls. The Commission said the company's controls for spotting money laundering and terrorist financing risk relied largely on financial thresholds and sampling at set levels, rather than on risk factors and customer risk profiles.

The operator also did not follow its own customer due diligence procedures, including on newly opened bank accounts and on funds not evidenced as coming from employment, business income or savings.

On social responsibility, safer gambling alerts that flag potential harm, such as time spent gambling on betting sites or failed deposits, were switched on for some websites but not across the full group of sites. There was also no process to assess how effective its overall customer interaction approach was.

What The Register Entry Shows

The regulatory action register records a decision date of October 21, 2026 and an outcome of Commission costs, a public statement and a payment in lieu of financial penalty. The failings ran between October 2024 and October 2025.

The register lists breaches of licence condition 7.1.1 on fair and transparent terms, licence condition 17.1.1 on customer identity at withdrawal, licence condition 12.1.1 on money laundering risk assessment and parts of social responsibility code provision 3.4.3 for remote customers. It also lists a breach of licence condition 2.3.1 on technical standards.

The Commission said it hopes the case reminds the industry that, although most enforcement relates to anti-money laundering and social responsibility, it will act when gambling is not fair and open. Under the rule cited in the case, a licensee that could reasonably have asked for information earlier should not make it a condition of paying out.

If a withdrawal is held up without a clear reason, the operator's complaints process is the first step, and unresolved disputes can go to an alternative dispute resolution provider. Our responsible gambling page lists tools for staying in control.
