Sports Betting Legislation in Canada

There have been some big legislative changes being discussed in the House of Commons – one specifically regarding single game wagering. Allowing single game wagers in Canada would be a huge step forward in terms of sports betting in Canada becoming more mainstream and widely accepted.

In February 2021, Bill C-218 was re-introduced (formerly Bill C-13) and proposes to amend the Canadian Criminal Code to allow single game sports betting and allows for eligibility and regulation for online sportsbooks in Canada.

Bill C-218 is sponsored by Conservative MP Kevin Waugh of Saskatchewan, with a goal of regulating the overall framework of sports betting in Canada. Those who support Bill C-218 are anxious to regulate sports betting in Canada and retain some of that money that is heading to sportsbooks not regulated by the Canadian lotteries and gaming associations.

On Thursday, April 22, 2021, Bill C-218 (Safe and Regulated Sports Betting Act) was passed by the House of Commons and will be moving on to the Senate to be reviewed in May 2021.

What does this mean for sports betting in Canada? Well, the legislation would resemble what is occurring in the United States: provinces will be in charge of legalizing and regulating sports betting in their individual provinces.

Legal Sports Betting in Canada

Until we see any legislative changes in Canada, we will be relying on the province-run lotteries and any sports betting sites that are licensed to operate in Canada.

The Kahnawake First Nation Gaming Commission has been able to issue sports betting licenses to online sports betting sites in Canada since 1996, which enables a site to operate in Canada. The Kahnawake Gaming Commission has recognized the growth in online sports betting and has offered licenses to operators as long as they have their data centers located in the Mohawk Territory of Kahnawake (South of Montreal, Quebec).

The province-run lotteries generate roughly $500 million in revenue on parlay betting each year. When it comes to these province-run lotteries, there are a few major names when it comes to sports betting: SportSelect, PlayNow, Pro-Line, and Mise-o-Jeu.

Sport Select is offered in the Western provinces, managed by the Western Canada Lottery Corporation. This includes Sask Lotteries, Alberta Gaming, Manitoba Liquor and Lotteries, Lotteries Yukon, and the NWT and Nunavut Lotteries.

PlayNow is owned by the BCLC (British Columbia Lottery Corporation) and is also offered by Manitoba Liquor & Lotteries. Sports Action is also offered by the BCLC.

Pro-Line is a very popular option in the East, offered by the Atlantic Lottery Corporation (which services the Maritime provinces), as well as the Ontario Lottery and Gaming Commission. Loto Quebec offers Mise-o-Jeu which is the French version of Pro-Line.
