Virginia Casinos Surge With New Permanent Venues And Fresh Temporary Opening

Virginia’s casino industry delivered robust growth in November 2025, with adjusted gaming revenue climbing 29.7% year-over-year to $82.4m from $63.6m. 

The surge was propelled by transitions to grand permanent facilities at two properties and the debut of a new temporary casino, marking a pivotal expansion in the state’s young commercial gaming market.

Virginia-based Caesars Danville had a strong month, generating $33.7 million in total revenue for the month, increasing 70.5% from last year. 

The new permanent resort opened on December 1, 2024, following two weeks of operation as a temporary location. 

The property features a casino including a 90,000 sq ft gaming floor, a fine dining establishment, a luxurious hotel and many other amenities such as Ramsay's Kitchen. 

Hard Rock Hotel & Casino Bristol finished second with $21.6 million. 

This represents an increase of 19.3%, and was primarily driven by the recently-launched permanent location opening mid-November 2024, featuring live music performances, interactive entertainment options and other activities, creating a lively environment for guests visiting the property.

Rivers Casino Portsmouth, the state’s first permanent casino since January 2023, held steady with $25.8 million, a slight 0.2% increase. 

As the veteran operator, it continued to anchor the market with consistent performance from slots and tables.

Adding to the momentum, Boyd Gaming’s Interim Gaming Hall in Norfolk opened November 6, contributing $1.4 million from its 132 slot machines in just weeks of operation. 

Despite being small by some standards, this is a step in the right direction toward completing a $750 million Waterfront Resort, scheduled for completion by 2027.

At the state level, slot machines generated $61.2 million, a 27.9% increase from 2015, and a rise of 35.3% to $21.2 million from table games, illustrating the increase in player involvement in lively gaming areas.

The gaming industry is responsible for almost $19m in taxes used for local governments, programs to treat compulsive gamblers and for the benefit of Native Americans.

Virginia’s casino industry has progressed rapidly from temporary facilities, following its legalization by voters in five cities during the 2020 election. 

The casino industry in Virginia is on an upward trajectory, driving economic growth through job creation, tourism, and tax revenue in communities across the Commonwealth. 

The Norfolk site bridges the gap from temporary to permanent, and there are ongoing conversations about potential online gaming opportunities, making Virginia's gaming industry a growing player in the regional entertainment sphere.
