Kansas Sports Betting Laws & Legislation

Senate Bill 84 legalized online, mobile, and retail sports betting in Kansas. Each of the four state-owned casinos (Boot Hill, Kansas Star, Hollywood, and Kansas Crossing) can partner with up to three online sportsbook operators, also known as "skins." That means up to 12 sportsbooks are allowed to operate in Kansas.

Tribal casinos may offer sports wagering only after they request to renegotiate gaming compacts, which hasn't happened yet. Currently, four tribal casinos in Kansas operate under compacts negotiated between the state and Indian tribes.

Bettors must be 21 or older and physically located within Kansas when placing a wager.

The bill set the tax rate for sports betting operators at 10%. A portion of the tax revenue is allocated to a “Kansas Sports Wagering Fund,” with 80% earmarked for attracting professional sports teams to the state and the remaining 20% for responsible gambling and administrative costs.
