Michigan Sports Betting Laws & Legislation
Michigan legalized sports betting in December 2019 when Gov. Gretchen Whitmer signed the Lawful Sports Betting Act. The Michigan Gaming Control & Revenue Act of 1996 established the Michigan Gaming Control Board (MGCB) and granted it the authority to license, regulate, and control casino operations. The Sports Betting Act expanded the MGCB's purview to include Michigan sports betting sites and Michigan online casinos.
Retail sportsbooks opened in Michigan in 2020, and the first online Michigan sportsbooks launched in January 2021. The MGCB maintains local offices inside Detroit's three licensed casinos: the MGM Grand, MotorCity Detroit, and the Hollywood Casino at Greektown.
Compared to other surrounding states, college betting rules are relaxed. You may bet on any college sports event where all participating players are at least 18 years old.
Michigan Sports Betting Licenses
To be licensed in Michigan, sportsbooks must partner with a land-based casino in the state. The number of licensed sportsbooks in Michigan can reach 15.
Each master licensee is permitted to operate one online sportsbook and one online casino. The state's 12 federally recognized tribes were each issued a master license, and each of the three Detroit commercial casinos (MGM Grand Detroit, MotorCity Casino, and Hollywood Casino at Greektown) also received one.
Michigan supplier licenses are non-transferable; they are issued only after a provider applies and is deemed trustworthy by the Michigan Gaming Control Board. Under Michigan law, each operator must pay a $100,000 license fee. There is also an initial application fee of $50,000 and a yearly operating fee of $50,000.

Under Michigan law, all sports betting winnings are subject to taxes. Michigan imposes a 4.25% tax on sports betting winnings, which is automatically collected upon payout.
The federal government also taxes winnings from sports betting. The rate depends on your overall income. Generally, winnings of $600 or more are taxed at 24%.
