SB 384 and its House counterpart, HB 896, legalized online and retail sports betting in Virginia in 2020. The tax rate is set at 15%.

The Virginia Lottery Board oversees sports betting in Old Dominion. Its responsibilities include issuing sports betting licenses, establishing the rules and regulations governing sports betting, and ensuring compliance with those rules. The panel of seven board members assesses all applications submitted to the Board. The Board will determine whether the applicant is a fit and proper person to be issued a Virginia sportsbook license.
