Hawaii is one of only a handful of states that don't allow gambling—that goes for sports betting, casino gaming, and horse racing. However, legislators are on the cusp of legalizing sports betting in Hawaii, as the Senate passed House Bill 1308 and is now returning to the House for concurrence.

House Bill 1308 is the latest piece of Hawaii sports betting legislation under consideration. It would authorize the Department of Law Enforcement to regulate sports betting and perform criminal history record checks on sports-wagering applicants. The bill originally called for the Department of Commerce and Consumer Affairs to regulate, but it has been amended since its introduction.
The bill establishes licensing requirements for operators and suppliers, a $250K license feed, a $250K renewal fee, and a 10% tax on operator licenses, which would be one of the lower rates in the country. The Hawaii Department of Taxation will administer the tax.
HB 1308 would require sportsbooks to begin taking bets no later than Dec. 31, 2025. The bill allows for four online sportsbooks. Expect those sportsbooks to include FanDuel, DraftKings, BetMGM, and Fanatics, who have been lobbying for the bill to pass.
Gov. Josh Green (D) has said he's inclined to sign the bill into law if it's passed; it would go into effect on July 1. The bill must pass by May 2, when this legislative session ends.
