Hawaii is one of only a handful of states that don't allow gambling—that goes for sports betting, casino gaming, and horse racing. However, legislators are on the cusp of legalizing sports betting in Hawaii, as the Senate passed House Bill 1308 and is now returning to the House for concurrence.

This would signal a huge shift in attitude towards betting in Hawaii.

Latest on Hawaii Sports Betting Legislation

House Bill 1308 is the latest piece of Hawaii sports betting legislation under consideration. It would authorize the Department of Law Enforcement to regulate sports betting and perform criminal history record checks on sports-wagering applicants. The bill originally called for the Department of Commerce and Consumer Affairs to regulate, but it has been amended since its introduction.

The bill establishes licensing requirements for operators and suppliers, a $250K license feed, a $250K renewal fee, and a 10% tax on operator licenses, which would be one of the lower rates in the country. The Hawaii Department of Taxation will administer the tax.

HB 1308 would require sportsbooks to begin taking bets no later than Dec. 31, 2025. The bill allows for four online sportsbooks. Expect those sportsbooks to include FanDuel, DraftKings, BetMGM, and Fanatics, who have been lobbying for the bill to pass.

Gov. Josh Green (D) has said he's inclined to sign the bill into law if it's passed; it would go into effect on July 1. The bill must pass by May 2, when this legislative session ends.

Hawaii Sport Betting Timeline: How We Got Here

  • April 8, 2025: HB 1308 is passed in the Senate by a 15-10 vote and now heads to the House for concurrence. If the House agrees to the changes, the bill will head to the governor for final approval.
  • April 2, 2025: The Senate Ways & Means Committee approves HB 1308, sending it to the floor for a full vote. 
  • March 17, 2025: The Senate Joint Committees on Economic Development, Tourism, Commerce, and Consumer Protection approve HB 1308 by a 9-0 vote (four voted with reservations).
  • March 6, 2025: The Senate receives the bill from the House the day before the crossover deadline.
  • Feb. 24, 2025: The Finance committee recommends that the bill pass.
  • Feb. 12, 2025: The Judicial & Hawaiian Affairs committee recommends that the bill pass.
  • Jan. 31, 2025: The Economic Development Committee recommends that HB 1308 pass.
  • Jan. 23, 2025: House Bill 1308 is introduced in the House by Rep. Daniel Holt.
  • Feb. 7, 2024: The House Economic Development Committee recommends that HB 2765, which would authorize the Dept. of Business, Economic Development, and Tourism to regulate sports betting, be passed. Instead, it's referred to the committees on Judicial & Hawaiian Affairs and Commerce and Consumer Protection, where it stalls.
  • Jan. 2022: Several bills to legalize sports betting or study the potential effects on state revenue are introduced, but none of them make it to the House floor.
