Arizona Sports Betting Laws & Legislation

House Bill 2772 legalized sports betting in Arizona, both in-person and online, in 2021.

The legislation allowed for the issuance of 20 gaming licenses. Ten were earmarked for Native American tribes, and up to 10 licenses can be issued to Arizona sports franchises. The law updated tribal-state gaming compacts to allow tribes to participate in gaming activities that involve wagering.

Under the sports gambling legislation, individuals 21 years of age and older can bet on professional and college sports, but high school sports are off-limits. Proposition betting on college sports is also prohibited.

The law requires the Arizona Department of Gaming to regulate event wagering. If a sportsbook is unsure about the legality of wagering on a particular sporting event, it can seek approval from the ADG.

Comparing Arizona Sports Betting to Other States

Although Arizona legalized mobile and online betting relatively recently, it has quickly climbed into the upper tier of states in per capita handle, joining the likes of New Jersey, Nevada, and Pennsylvania. 

This can partly be attributed to Arizona's relatively favorable tax rates. Arizona’s tax rates (8% for retail and approximately 10% for online) are relatively moderate compared to those of some other states, which helps attract operators and keep the market competitive. Arizona Betting Tax Rate

All gambling winnings are taxable income. The federal rate for withholding on large prize‐type gambling winnings is around 24%.

Gambling winnings are also taxable at the state level. For AZ residents, there is a flat 2.5% withholding rate on gambling winnings for state income tax withholding.
