If you're in one of the many states with no restrictions, you can keep playing. If your state's regulations are changing, it helps to know before you buy coins.

Are Sweepstakes Casinos Legal in My State? State-by-State Guide
Each section below covers one state or the District, with its current status, the law or enforcement action behind it, when it took effect, and whether licensed real-money online casinos are available.
Why We Differentiate Between Sweepstakes Casinos and Social Casinos
You'll see two kinds of callouts in the state sections below. Where sweepstakes casinos are available, our callout points to sweepstakes casinos. Where a state has restricted them, it points to social casinos instead, because those remain the option open to players.
The two look alike, but the law treats them very differently.
| Feature | Social | Sweepstakes |
|---|---|---|
| Currency | Gold Coins | Gold Coins and Sweeps Coins |
| Prizes | None – coins can't be redeemed | Sweeps Coins can be redeemed for prizes |
| How to get coins | Free bonuses & optional purchases | Free routes, including mail-in or online entries, or bundled with Gold Coin purchases |
| Legal basis | Entertainment with no prize | Operates under sweepstakes law, now widely contested |
Why social casinos are allowed almost everywhere: Gambling law in most states rests on three elements: payment, chance, and a prize. Social casinos involve chance; players can pay for extra coins, but there is no prize. Coins can't be cashed out or redeemed, so the games fall outside gambling statutes and are treated as entertainment.
Why sweepstakes casinos aren't: Sweepstakes casinos add the missing piece, because Sweeps Coins can be redeemed for prizes. Operators argue that no purchase is necessary because players can get Sweeps Coins for free, thereby removing the payment element. Regulators and lawmakers counter that Sweeps Coins arrive bundled with Gold Coin purchases, so players are effectively paying for a chance at a prize, and the games work like unlicensed online gambling. States have also pointed to the licensing, taxes, and consumer protections that regulated casinos must meet, and in places like Oklahoma, to the tribal gaming industry.

Are Sweepstakes Casinos Legal in Alabama?

| Effective Date | n/a |
| Real-Money Online Casinos | No |
Alabama has no sweepstakes ban, and no regulator has ordered operators out. The pressure here is civil litigation.
Alabama residents have filed dozens of class-action lawsuits arguing that sweepstakes casinos violate the state's gambling laws and that players can recover what they lost. At least 13 cases were pending by mid-2025, and 21 more were filed in January 2026. Defendants include Stake.us, VGW (Chumba Casino), High 5, and WOW Vegas, and the operators say their free-entry model is legal.
Some operators responded by adding Alabama to their own lists of excluded states, which they enforce through location checks. That is a business decision, not a legal order.
B-Two Operations pulled McLuck, Hello Millions, SpinBlitz, and PlayFame from Alabama and Georgia, then restored access on Aug. 7, 2025, and Spree followed in September 2025. Which States Could Act Next?
- Pennsylvania: HB 2801 would ban sweepstakes casinos and bring skill-game machines under state regulation. It's at an early stage.
- Washington, DC: Council Bill 26-0656 would legalize online casinos and ban sweepstakes casinos altogether. It had a hearing in May 2026.
- Maryland, Minnesota, and Virginia: Ban efforts stalled in 2026, with Maryland and Virginia expected to try again in 2027.
- Florida: The attorney general's lawsuits against Stake and VGW could reshape the market without a new law.
Everywhere else, most legislatures reconvene in January, so a state with no ban today could vote to add one next year.

What Happens to Your Coins If Your State Bans Sweepstakes Casinos?
Past bans have followed a similar pattern. Operators usually stop new sign-ups first, often weeks before the legal deadline. Some then give existing players a window to redeem verified balances, while others simply block the state.
Sweeps Coins are promotional currency, and most terms of service let the operator void unredeemed balances once it can no longer lawfully offer the promotion, so it's safest to redeem as early as you can if you live in a state with a pending bill or scheduled date.
Don't try to get around a geo-block with a VPN. Operators prohibit location spoofing in their terms, and doing so can result in your account being closed.
How Sweepstakes Casinos Work, and Why States Are Banning Them
Sweepstakes casinos run on two currencies. Gold Coins are for entertainment and have no cash value. Sweeps Coins can be redeemed for prizes, and operators offer free ways to earn them, such as mail-in requests or daily login bonuses. Because no purchase is required to enter, the model has operated under state promotional sweepstakes law rather than gambling law.
Regulators and lawmakers argue it works like unlicensed online gambling in practice, and the newer laws target the dual-currency structure itself. Several of the 2026 laws also reach beyond operators to payment processors, geolocation providers, suppliers, and affiliates.
The industry says the free-entry route keeps the model legal and has pushed for regulation rather than bans.
Where Can You Play If Your State Already Has a Ban?
Social casinos, which use only Gold Coins and offer no prize redemption, fall outside most of these bans and remain available in many restricted states.
Real-money online casinos are legal in seven states: Connecticut, Delaware, Michigan, New Jersey, Pennsylvania, Rhode Island, and West Virginia. Maine has legalized tribal online casinos, but none have launched yet.
How to Spot a Legitimate Sweepstakes Casino
No sweepstakes casino holds a gaming license, and whether one is legal depends on your state, so there is no official seal to look for. You can check how transparent an operator is.
These markers tend to separate established sites from the ones that cause problems:
- Published sweepstakes rules: The official rules should be easy to find and explain how to get Sweeps Coins for free, such as a mail-in request, without buying anything.
- A clear list of excluded states: Legitimate operators say where they don't operate and enforce it with location checks. Be wary of a site that accepts everyone.
- Identity and age verification: Expect to verify your identity before your first redemption. Sites that skip this deserve extra caution.
- Transparent redemption terms: Minimum balances, processing times, payout methods, and any playthrough requirements should be spelled out before you buy anything.
- A named company and a real contact route: Look for the operating company, its address, and a working support channel.
- Security and independent game testing: Look for SSL encryption, a clear privacy policy, and certification of game fairness from testing labs such as eCOGRA, iTech Labs, GLI, or BMM Testlabs.
- Responsible play tools: Spending limits, time-outs, and self-exclusion show that an operator takes player protection seriously.
Meeting these markers doesn't make a site legal in your state, so check your state's section above first.
Red flags to watch for include: no free-entry route, no excluded-state list, vague or shifting redemption rules, pressure to buy coins to "unlock" a prize, or requests for payment outside the platform.

Responsible Play at Sweepstakes and Social Casinos
Most sweepstakes casinos are free to play, but optional Gold Coin purchases still cost real money. Set a budget before you start, treat any spending as entertainment, and use the self-exclusion and spending-limit tools platforms provide.

Sweepstakes Casino Legality FAQ
Are sweepstakes casinos legal in all 50 states?
No. Nine states ban them by statute, with Oklahoma's ban starting Nov. 1, 2026. Four more block them under the existing law. In the rest of the country, there is no statewide ban, though some regulators have acted, and individual operators set their own exclusions.
Which states banned sweepstakes casinos most recently?
Indiana's ban took effect July 1, 2026; Maine's followed on July 14, and Louisiana's on Aug. 1. Tennessee's law was signed May 22. Oklahoma is next, with its ban taking effect Nov. 1.
Pennsylvania's HB 2801 is the most notable pending bill, though it is still in its early stages.
Why are states banning sweepstakes casinos?
Lawmakers and regulators argue that the dual-currency model works like unlicensed gambling and avoids the licensing, taxes, and consumer protections that apply to regulated casinos. Operators counter that the free route to Sweeps Coins keeps them legal. Many 2026 laws also target payment processors, suppliers, and affiliates, not just the casino brands.
Can I get in trouble for playing in a state with a ban?
Enforcement so far has focused on operators and the businesses that support them, such as payment processors, not individual players. Laws differ by state, though, and some of the newest are broad. Check your own state's rules, confirm the site still accepts players there, and speak to a lawyer if you have specific concerns.
Do I need to worry if I travel?
Operators check your location, so access depends on where you are when you play. A site can block play from a state it doesn't serve, even if you live in a state where sweepstakes casinos are open. Don't use a VPN to bypass a block, as operators prohibit it and may close your account.
What's the difference between sweepstakes casinos and social casinos?
Sweepstakes casinos let you redeem Sweeps Coins for prizes, while social casinos use only Gold Coins and offer no prize redemption. That is why most bans don't cover social casinos, which remain available in many restricted states.
Check your state's section, since some laws are broader than others, and operators set their own rules.
