North Carolina Sports Betting Laws & Legislation

North Carolina sports betting was previously limited to tribal casinos. The state expanded betting in 2023 when Gov. Roy Cooper signed House Bill 347, legalizing online sportsbooks and apps.

The North Carolina Lottery Commission oversees online sports betting, allowing up to 12 online operators. Eight sports facilities can also open retail betting lounges. 

To launch North Carolina sportsbooks, operators must also have a written agreement with a sports team, venue, or league. Mobile licenses will cost $1 million per year for 5 years, with an 18% tax on sports betting revenue. Betting on pro, college, and Olympic sports is permitted.

Bettors must be in North Carolina to place bets, verified by geolocation software. Unlike in other states, North Carolina doesn't have restrictions on sports betting involving games featuring in-state colleges.

NC Sports Betting Revenue

In its first year of legal betting, North Carolina generated over $583 million in revenue and over $105 million in taxes, significantly more than the North Carolina General Assembly’s Fiscal Research Division's forecast of $64.6 million. This research predicted that the state would generate up to $100.6 million in Year 4.

Here's how the funds are being allocated:

  • $2 million investment in the North Carolina Department of Health and Human Services (NCDHHS) for gambling addiction education and treatment programs
  • $1 million grant to North Carolina amateur sports to support a program aimed at increasing youth sports opportunities
  • $1 million allocation for North Carolina Youth Outdoor Engagement Commission grants
  • $300,000 annual investment in 13 state universities to support athletic departments
  • Up to $500,000 towards NCLC expenses

After that, 50% of any remaining proceeds will go to the state's General Fund, 30% to the North Carolina Major Events, Games, and Attractions Fund, and 20% will be distributed equally among the 13 universities above to support their athletic departments.

  • July 11, 2024: Sen. Julie Mayfield tells Gambling.com that SB 788 and HB 967 to prohibit prop bets won’t make it out of the Legislature in 2024.
  • July 5, 2024: Harrah’s Cherokee Valley River Casino & Hotel in Murphy will open a 12-story hotel tower by the end of 2024.
  • May 1, 2024: House Bill 967, which would ban prop betting on college sports, is filed in the House, while Senate Bill 788 is filed in the Senate.
