Yes. West Virginia lawmakers approved sports betting in 2018 and the first land-based sportsbook began operating in August of that year. Online sports betting in West Virginia began in December 2018 (though original online operator BetLucky would suspend operations three months later). As of April 2020, five retail sportsbooks and three online betting sites were operating in West Virginia, with more online betting sites expected to join the market.
Bettors must be as least 21 years old, and all sports wagers must be placed within the state of West Virginia.

Recently acquired by Colorado-based Century Casinos Inc. from Nevada-based Eldorado Resorts Inc. Mountaineer is located on the northern edge of West Virginia, about 50 miles from both Pittsburgh and Youngstown, Ohio.

Mardi Gras and Wheeling Island opened land-based and online sportsbooks in late 2018, both suspended operations three months later due to a contractual dispute between Delaware North, which owns the two properties, and wagering partner Miomni Gaming. The physical sportsbooks reopened in January 2020. The online operation has not relaunched.

West Virginia was the fifth state in the U.S. to legalize sports betting and the third to allow legal online sports betting.
WV lawmakers approved sports betting in March 2018, two months before the U.S. Supreme Court overturned the Professional and Amateur Sports Protection Act (PASPA), which had restricted legal sports wagering outside Nevada. West Virginia Gov. Jim Justice allowed the bill to become law without his signature (his family owns The Greenbrier). The betting law legalized land-based and online sports wagering. The West Virginia Lottery oversees licensing and regulating through its lottery commission.
Hollywood Casino at Charles Town Races accepted the first land-based sportsbook bet in August 2018. The state’s first West Virginia online sportsbook to launch was BetLucky.com in December 2018. However, BetLucky (which was also the land-based sportsbook at Mardi Gras and Wheeling Island racinos) ceased operations in March 2019 due to a dispute between Delaware North, which owns both properties, and betting partner Miomni Gaming. The retail sportsbooks were closed for nearly a year before opening in January 2020 with Delaware North now partnering with industry veteran IGT.
West Virginia sports bettors were left without an online betting option until FanDuel filled the gap in August 2019, followed by Draftkings two days later. As of April 2020, the state had five land-based sportsbooks and three online betting sites.

Each WV online site offers multiple deposit options. The most common are debit/credit cards; e-wallets such as PayPal and Neteller; Play+; e-check, which electronically transfers funds from your bank account to online sportsbook account; and PayNearMe, which will scan a bar code at a WV 7-Eleven, CVS Pharmacy or Family Dollar Store and transfer cash into your sportsbook account. Fees vary, especially when using a credit or debit card. Also note that some credit cards will not work because your financial institution may still be blocking gambling transactions even though they are completely legal.

New Jersey, Pennsylvania, Indiana, Nevada, Iowa, Rhode Island, Oregon, New Hampshire, Illinois, Michigan, Tennessee, Colorado, Mississippi and Delaware. Illinois, Michigan, Tennessee and Colorado have passed the law, but not yet rolled out online betting sites. Mississippi allows mobile sports wagering only on casino property. Online sports betting is legal in Delaware, but not active.
