Retail sports betting in Massachusetts went live on January 31. However, online sports betting remains without an exact launch date. It's likely that it'll go live before March 14th, when March Madness is going to start.

MGC Grants Temporary Massachusetts Retail Sports Betting License To Penn-Barstool

January, 2022 | By Steve Ruddock | @SteveRuddock

The Massachusetts Gaming Commission wrapped up 2022 by granting a temporary retail sports betting license to Penn Entertainment. The official Massachusetts sports betting launch date is January 31, the licenses pave the way for retail Super Bowl betting in the commonwealth. With the license, all three Massachusetts casinos have been licensed to operate retail sportsbooks at their properties:

The MGC has also approved multiple mobile sports betting operators:

Conditions Imposed on Sports Betting Operators

There's still no official online sports betting launch date. However, it'll most likely be in early March, before March Madness takes off.

Is sports gambling legal in Massachusetts?

Yes! Legalizing sports betting in Massachusetts wasn't easy, but a bill was signed in 2022 by Gov. Charlie Baker. After debating various sports betting bills, local lawmakers agreed to push through HB 5164. Gov. Baker signed the bill into law on August 10, 2022. That made pre-game and live betting on pro and college sports legal in the state.

In-person betting is legal in licensed retail venues, including casinos and racetracks. Additionally, you can place bets and enjoy live betting on baseball, college football, hockey, and more via a computer or mobile. All of these new sportsbook options will be available in 2023 alongside fantasy sports and Massachusetts horse race betting markets.

Retail sports betting went live on January 31, just in time for the Super Bowl. When it comes to online mobile operators, the official launch date is coming. Presumably, it's going to be in early March, before March Madness begins.

Today is the deadline for applications of 24 companies still eligible for mobile licenses in Massachusetts.

DraftKings was one of 23 mobile operators who met the required deadlines to apply. They or anyone else have not been approved to launch in Massachusetts. The deadlines for those applications are Nov 21. DraftKings is licensed in New Hampshire and has sponsorship deals with the New England Patriots, Boston Celtics and Boston Bruins. BetMGM has a sponsorship deal with the Boston Red Sox and a casino in Springfield. Barstool was founded in Boston and Plainridge Park Casino is a Penn National property. WynnBET owns the Casino in Boston. They will all likely have some sort of pre-registration deals given their strong presence in the market. Each Operator Is Going to have to pay its own $5 million licensing fee Law allowsCategory 1 (Casino Retail)Category 2 (Racing Retail)Category 3 (Mobile Only)Each retail operator can ALSO partner with up to two mobile operators. But the commission today ruled that each license holder will have to pay the separate $5 million fee. So if Suffolk Downs or Raynham Park or one of the Casinos wants to operate a retail book - they can do that for a $5 million fee. But if they want to partner with a mobile operation - that mobile operator ALSO has to pay the $5 million fee. This will not affect the overall launch date for mobile. It will help the retail sites close the partnership deals since they know who is paying what.

The retail licenses belong to 3 casinos (MGM, Encore and Plainridge) and 3 racing facilities (Raynham, Suffolk and Meadowbrook Farm) The retail facilities can partner with a mobile provider if they choose. MGM will go with BetMGM, Encore will go with WynnBET and Plainridge (Penn) will go with Barstool if these brands aren't licensed on their own.The wildcards are: Suffolk Downs and Raynham -- they could partner with anyoneThe 7 "untethered" mobile licenses granted are most likely for - DraftKing, FanDuel, MGM, Barstool, WynnBET, Caesars and a wildcard.

Massachusetts rejected a request from DraftKings to launch in-person and mobile sports betting on the same date (lost to a 4-0 vote). The Boston-based online sportsbook contends a staggered launch gives those who go first an unfair competitive advantage. Under that plan, in-person wagering would begin in January 2023 at casino sportsbooks, followed by a mobile wagering launch in early March. The intent of this timeline is to make sports betting available at brick-and-mortar sportsbooks in time for the Super Bowl, with mobile wagering beginning prior to the NCAA March Madness men’s basketball tournament from March 14 through April 3. At the October meeting, some expressed concern that launching sports betting too close to the Super Bowl could create a public safety hazard when large crowds interested in wagering show up at casinos. Six certain brands ready for sports wagering are BetMGM, Caesars Sportsbook, DraftKings, FanDuel Sportsbook, Penn Sports Interactive (Barstool) and WynnBET.

Under the best-case scenario, there will be no sports betting in Massachusetts until 2023, according to a proposed timetable presented to MGC today. Earliest potential launch dates would be Jan. 2023 for Retail and February 2023 for Digital/Mobile. This timetable has drawn ire from 2 of 5 commissioners -- but it is the "earliest possible".

42 Companies Submitted Letters Of Intent Including 888sport, BetMGM, CaesarsSports, DKSportsbook, WynnBET and Barstool sports. Among other concerns, the commission discussed potential problems in granting temporary licenses to 20 or more online bookmakers that might not be awarded a permanent license (only 7 permanent). These temporary licenses would be issued for one year at a cost to each mobile bookmaker of $1 million. This unusual temporary licensing would put the state in a position of having to shut down several mobile betting apps already legally accepting bets.

August 2022:

Sports betting seems to be right around the corner for Massachusetts. After meetings in August held by the local legislators, it's safe to assume that sports betting will likely come to the state in Q1 or Q2 of 2023. Sports betting bill signed by Gov. Charlie Baker - expected timeline 3-6 months, according to MGC executive secretary. Provisional retail/land based licenses for three casinos will come sooner. Yet to decide if there will be a universal starting date or  piecemeal approach with retail and mobile betting. Obviously, current licensees "have a leg up". State officials publicly met with stakeholders on Thursday to discuss the legislation. "Notice of Intent" sent to MGC by WynnBET, DKSportsbook and GameAccountNtwk to operate mobile betting in the state.

Legalized sports betting was almost a reality in 2021, but time wasn’t on anyone’s side. However, HB 3974 and legislation attached to Eric Lesser’s SB 269 did move the discussion along. Indeed, the conditions set out in HB 3974 resemble sports betting laws in other US states, which suggests that things could happen in 2022.

27 of 29

This was the year Massachusetts sports betting got a real push. Although no bills were signed into law, there was a variety of efforts in both the House and Senate. The biggest hope in 2020 was that sports betting would be added to economic development bill HB 4887. The House voted in favor of this move, but the Senate didn’t. It was another attempt to legalize sports betting.

28 of 29

Various bills mirroring what SB 2273 first proposed were introduced but none gained any significant traction. However, influential people, including Gov. Baker joined the push for legalizing sports betting in Massachusetts with bills such as HB 68.

29 of 29

Senate Bill 2273 was introduced by Eileen Donoghue. This was the first real attempt to legalize sports betting in the state following the fall of PASPA. SB 2273 passed through two committees and remained a talking point for almost six months. However, it eventually stalled and fell out of favor.

BetMGM sportsbook

Not only is the layout ergonomic and efficient, but its desktop and mobile sports betting apps are also packed with features, including live streams, stats, tips, and responsible gambling tools.

2. Caesars Sportsbook Massachusetts

Caesars sportsbook

Our Caesars Massachusetts promo code (GAMBLINGFULL) should get you up to $1,250 on Caesars if your first bet loses. Caesars promo team will probably throw some loyalty reward points into the mix as well. Therefore, if the welcome bonus matches what Caesars offers in other states, it will be one of the best in Massachusetts.

Along with a generous welcome bonus, you can expect a plethora of promotions, including a loyalty program that gives you rewards for betting online and inside Caesars' retail sportsbooks. Other than added value, the Caesars Sportsbook Massachusetts app will be one of the easiest to use. Drop-down menus ensure you're not overwhelmed by thousands of daily betting markets.

3. WynnBET Sportsbook Massachusetts

Wynnbet - Maryland online sportsbook coming in 2023

Simplicity rules supreme at WynnBET. From a legal sports betting perspective, WynnBET is like every other licensed operator in that it follows a strict set of rules and regulations. Therefore, you shouldn't assume that the simplicity of WynnBET's desktop and mobile sports betting apps means you're not protected. As well as offering a simple, safe, and secure online sports betting experience, WynnBET has a solid selection of promotions.

New customers can get $100 worth of bonus bets when they stake $100 and there are ongoing offers covering major sporting events from around the world. For us, this is an ideal sportsbook for novices because it doesn't contain any unnecessary features. All the main options are available, such as pre-game and live betting markets. You can also get tips via the WynnBET blog. However, you're not going to be overloaded with boxes, banners, and pop-ups like you will be when you use other MA sports betting apps.

4. Barstool Sportsbook Massachusetts

What do you get when you combine a multimedia empire, irreverent humor, and sports betting? Simple: Barstool Sportsbook. Unlike other Massachusetts sports betting apps, Barstool didn't start out life as a bookmaker. However, its roots are firmly grounded in sport. As a multimedia company, Barstool has been taking a sideways look at sport since 2003. Now, with the help of Penn National Gaming, Barstool has built on its foundations and created an interesting online sportsbook.

Barstool was given one of the Bay State's sportsbook licenses in January 2023. That means local sports bettors can access a variety of unique services. Yes, there will be the usual mix of bonuses, pre-game and live betting markets, streams, and customer service options. However, the area Barstool really gets ahead of other Massachusetts betting apps is its media provisions. From blog posts and video content to tips, this sportsbook has the ability to make sports betting entertaining on all levels.

5. DraftKings Sportsbook Massachusetts

DraftKings sportsbook

You'll soon be able to use one of the world's best DFS sites, DraftKings, in Massachusetts. This fantasy sports operator was approved for a local sports betting license by the Massachusetts Gaming Commission in January 2023. It doesn't have a retail betting license, but it will offer a fully regulated online service. Newbies can expect free bets as part of their welcome bonus, while existing customers should have access to risk-free bets, odds boosts, and loyalty rewards.

DraftKings MA will also offer a long list of sports betting markets covering everything from basketball and football to soccer and tennis. Add, just for added spice, you can jump from DraftKings’ sportsbook to its free and premium fantasy sports contests.

6. FanDuel Sportsbook Massachusetts

Fanduel sportsbook

FanDuel received approval from the Massachusetts Gaming Commission. This DFS and sports betting operator is licensed in multiple states, so meeting the local rules and regulations wasn't a problem. The brand is ready to launch once the online sports betting market is regulated.

In terms of specifics, FanDuel Massachusetts is likely to offer bonus bets as part of its welcome bonus, along with odds boosts and risk-free wagers for existing customers. One area FanDuel excels is the same game parlays, so expect plenty of added value when local sports teams like the New England Patriots take to the field.

7. PointsBet Sportsbook Massachusetts

Pointsbet sportsbook

PointsBet Massachusetts will be one of the most creative sports betting operators in the Bay State. That's now official, as it got regulatory approval. Given that it has joined the state's legalized sports betting market, new customers can receive a welcome bonus filled with five second chance bets. Beyond its bonuses, PointsBet offers novel ways to bet online.

As well as covering all types of pre-game and live betting markets, this operator offers something known as Points Betting. In simple terms, Points Betting offers an innovative twist on totals bets. Therefore, if you want something different from your sports wagering experience, PointsBet is the app to try.

8. Ballys Sportsbook Massachusetts

Bally Bet Sportsbook

Massachusetts bettors who enjoy being social should try Ballys Sportsbook since it has been approved. Like all locally licensed online sports betting sites, Ballys will have a heady mix of odds, offers, customer support, and responsible gambling tools. However, in a bid to separate itself from other operators, Bally Bet has embraced the social side of online sports betting.

Bally Bet will aim to offer "more fun" than other Massachusetts sports betting sites through a selection of social media add-ons and competitions. The latter will be available through Bally Play, a part of the app where you can place sports bets and earn points in an effort to outperform your peers.

9. Betr Sportsbook Massachusetts

Betr Sportsbook

Betr received a sports betting license in the Bay State, allowing it to join other ten approved mobile sportsbooks. Now that it is among the approved online Massachusetts sportsbooks offering legal gambling in the state, look for it to offer a unique mobile service. We say this because Betr's USP is "micro-betting."

What is micro-betting? It's basically a high-octane version of prop betting. Although other legal sports betting apps offer prop bets, Betr will go a few steps further by offering second-by-second odds on everything from the next scorer to whether the next pitch will be a strike or foul.

10. Betway Sportsbook Massachusetts

Betway Sportsbook

Betway has been offering legalized sports betting in Europe since 2006. So it's no surprise that it was successful in its bid to become one of the Bay State's legal online sportsbooks. Once it goes live you'll get access to a comprehensive sports betting experience. Newbies should receive a bonus bet as part of their welcome bonus and, assuming Betway matches what it offers in other legalized betting markets, there will be more rewards for existing customers.

One area we expect Betway to excel in is coverage. This operator has been active for more than 15 years and it has a particular penchant for international sports. These qualities allow it to cover more sports betting markets than a lot of new sportsbooks.

11. Fanatics Sportsbook Massachusetts

Fanatics Sportsbook

Fanatics has been approved for a Massachusetts sports betting license. It wasn't clear at the time of writing when it would join other legal online sportsbooks in Massachusetts (or other states), but we know it has the green light to go live in 2023. When it does, Massachusetts sports bettors will be able to access all the usual features, including pro and college sports betting markets, promotions, and responsible gambling tools.

Perhaps the most interesting possibility is the crossover between Fanatic's online betting app and its trading card company, Fanatics Collectibles. Joint promotions between these two entities could lead to something new that the online sports betting world hasn't seen before.

Can you bet on sports online in Massachusetts? Yes. Legal sports betting in Massachusetts became a reality in 2022. The legislation that Republican Gov. Charlie Baker signed last August allows for seven standalone mobile apps and five connected to casinos and parimutuel simulcast centers, meaning up to 15 betting apps.

Earlier this year, the commission heard from national mobile bookmakers such as DraftKings, FanDuel and BetMGM that intend to seek a permanent mobile license for online betting in Massachusetts.

The law allows the state's three casinos to open on-site sportsbooks. These casinos -- Wynn's Encore Boston Harbor, MGM Springfield and Plainfield Park -- also can host two online sportsbooks on their master license. In-person betting also would be allowed at two parimutuel sites, Suffolk Downs and Raynham. These properties can receive one mobile sportsbook each.

The bill Baker signed sets a 15% tax rate on retail sports wagering and 20% for online revenue. Estimated revenue from sports betting is currently projected at $60 million under these rates.

One of the key points during the conference committee was whether to allow betting on college sports. The House had it in its proposal, while the Senate outlawed it.

The compromise they came to during the conference committee was to allow all betting on schools outside of Massachusetts and permit wagering on in-state schools if they are involved in a collegiate tournament. This means you wouldn’t be able to bet on a Boston College regular-season basketball game, but could place money on the team during March Madness.

Massachusetts’ sports betting bill allows for seven online skins. Players can expect popular gaming brands such as DraftKings and Barstool to receive licenses. DraftKings is headquartered in Boston, while Barstool has a large following in the northeast.

“I am proud to announce that the Sports Betting Conference Committee has reached an agreement on legislation that will legalize wagering on professional and college sports in Massachusetts, bringing the immense economic benefits of a legal sports betting industry to MA,” Speaker Ron Mariano said in a tweet.

Under the new legislation made by the Sports Betting Conference Committee, college wagering will be allowed on out-of-state schools only, unless a Massachusetts university is taking part in a national tournament such as March Madness

What Sportsbooks are Legal in Massachusetts?

Massachusetts sports betting online is now legal. Multiple legal sportsbooks in Massachusetts comply with Mass Gaming Commission regulations, they are:

Massachusetts Sports Betting Market vs Neighboring States

Compared to the other northeastern states with sports betting, Massachusetts falls in the middle regarding tax rates on revenue and college sports limitations. New York has the country's highest sports betting revenue tax rate, with 51% of revenue directed back to the state. New Jersey’s online sports betting tax rate is 13.5%, while Pennsylvania is at 36%.

Each of the three northeastern states are regularly tops in handle. For June, New York took in $1.1 billion in bets and was followed by New Jersey at $633.2 million. Nevada was fourth at $490 million, and Pennsylvania came in at fourth ($394.5 million).

New York and New Jersey also do not allow betting on in-state teams, but the one difference is Massachusetts residents can bet on in-state schools when they are in major tournaments such as the NCAA basketball postseason.

It’s a unique concession for those against college betting, similar to what’s used in Connecticut where in-state bettors can only wager on a Connecticut team that’s playing in a tournament.

With Connecticut and Massachusetts bordering each other, it may become common that Massachusetts residents will drive to Connecticut to place bets on their in-state teams, while Connecticut bettors could do the same driving to Massachusetts.

Pennsylvania has a wide-open college sports betting market, allowing wagers on all events, including in-state schools.

Based on projections, Massachusetts is expected to generate between $35-50 million in sports betting revenue.
