Ohio Sports Betting Laws & Legislation

Online sports betting was legalized in Ohio under House Bill 29. The bill passed in December 2021 and was signed by Gov. Mike DeWine on Dec. 22. However, online and retail sportsbooks didn't actually go live until over a year later, on New Year's Day 2023. 

Establishing the licensing and legal framework for Ohio sportsbooks took the entirety of 2022. Part of that process included expanding the responsibilities of the Ohio Casino Control Commission, the regulatory body charged with overseeing Ohio sports betting. The OCCC was originally created in 2009 to oversee retail casinos.

In February 2024, the OCCC decided to ban all college player prop betting, following the NCAA's request to states to prohibit the practice. 

Ohio Sports Betting Licensing

Ohio offers three types of sports betting licenses: Type A, Type B, and Type C.

  • Type A: This license authorizes online gaming operators. To hold a Type A license, you must also hold a Type B license. There are 25 of these licenses available.
  • Type B: This license authorizes the holder to offer sports betting at a specific location. There are 40 of these licenses available. 
  • Type C: This license authorizes the holder to offer sports betting at a self-service kiosk or clerk-operated gaming terminal.

  • Aug. 8, 2025: Ohio begins to consider banning micro-bets, amid a gambling investigation into the Guardians pitchers.
  • June 30, 2025: The OCCC begins investigating suspicious wagering activity involving Cleveland Guardians pitchers Emmanuel Clase and Luis Ortiz
  • April 9, 2025: Fanatics Sportsbook at Progressive Field shuts down.
  • Nov. 12, 2024: Senate Bill 190, which would reduce the tax rate from 20% to 10%, is introduced.
  • Aug. 31, 2024: Betfred exits the Ohio market.
  • Aug. 1, 2024: Ohio's ban on college player prop betting goes into effect.
  • July 19, 2024: Betfred, which was partnered with the Cincinnati Bengals, announces it will end operations in Ohio by the end of August. SuperBook, partnered with FC Cincinnati, also announces its closure in Ohio and other states.
  • July 11, 2024: Betway announces it will end operations in Ohio and all other U.S. states.
  • Feb. 23, 2024: Ohio bans prop betting on college sports.

  • July 23, 2022: Ohio gaming officials have updated the list of sports wagering operators seeking approval to accept bets in the state.
