AGA Forecasts Flat $29.5B Legal NFL Betting Handle

The American Gaming Association expects Americans to legally wager $29.5 billion on the 2026 NFL season through regulated commercial sportsbooks, a figure that would show no real growth on last season's $29.4bn handle, the trade group said.

AGA President and CEO Bill Miller pinned the stall on the rapid expansion of prediction markets rather than any drop-off in fan interest. "Since the widespread launch of backdoor sports betting on so-called 'prediction markets,' the growth of legal handle has stalled," Miller said.


Prediction Markets Operating Outside The Rules

The AGA argues that platforms such as Kalshi and Polymarket are offering sports-outcome contracts across all 50 states and Washington, D.C., bypassing both the licensing regime that governs the 40 jurisdictions where sports betting is legal and the outright bans in the 11 states that have chosen not to legalize it. The group says sports-related bets make up roughly 80% of Kalshi's trading volume.

Among the figures the AGA is highlighting: an estimated $5.1bn of that volume has come from users aged 18 to 20, an age group below the legal sports betting age in 35 of the 40 jurisdictions where sports betting is licensed.


A Real Cost To State Tax Revenue

The AGA says the licensed, regulated betting industry supports 1.8 million jobs and generates roughly $18bn a year in sports betting tax revenue that funds education, infrastructure and public services. 

By contrast, it estimates prediction markets have diverted more than $1.3bn in potential state gaming tax revenue since 2025, since their earnings are not subject to the same state betting-tax regimes.

"These 'prediction market' platforms are dangerously misleading consumers by marketing sports wagers as an investment, rather than what it is: entertainment," Miller said.

The NFL season gets under way on Wednesday night when the New England Patriots travel to Seattle for a repeat of Super Bowl LX.


What It Means For Bettors

For bettors, the AGA's core message is a consumer-protection one: licensed, state- and tribal-regulated sportsbooks carry responsible-gambling tools, dispute processes and underage-betting safeguards that prediction-market platforms are not required to match. 

As the NFL season kicks off, the AGA is urging fans to check whether a platform is a licensed sportsbook before wagering, rather than assuming a slick app is automatically operating under the same rules as a licensed sportsbook.

The AGA's $29.5bn estimate is built from national handle growth recorded so far in 2026, applied against last season's NFL total, plus football-specific reporting from select states used to calculate the share of betting volume tied to professional football. 

The figure covers preseason games, futures placed as early as March, the playoffs and Super Bowl LXI, scheduled for February 2027. The AGA represents an industry it says generates $329bn in economic impact and supports 1.8 million jobs nationwide.
