Record Sports Betting Surge Lifts Pennsylvania Gambling Revenue To New High
In November, the Pennsylvania Gaming Control Board reported that the state posted a record-breaking month, achieving the highest monthly gaming revenue total ever recorded.
This performance was driven primarily by the explosive growth of Pennsylvania’s sports betting market.
According to the Gaming Control Board, total gambling revenue reached $623.1 million, representing a 3.5% increase over the previous monthly record of $601.8 million set in May.
Year over year, November’s results reflected 10.8% growth and a 4.4% increase compared with October, clearly demonstrating that Pennsylvania continues to experience unprecedented momentum in its legalized gambling industry.
While discussions surrounding online gaming dominated much of the news cycle earlier in 2025, November will be remembered as a milestone month for sports betting in Pennsylvania and a major contributor to the state’s record in total gaming revenue.
Sports Betting Sets A New Benchmark
Sports wagering revenue surged to $98.3m, the highest monthly total ever recorded in Pennsylvania.
That figure eclipsed the previous record of $77.1 million from November 2024 by 27.6% and was nearly 62% higher than October’s total.
Online betting continued to dominate the channel mix, generating $92.4 million in revenue, while retail sportsbooks contributed $5.9 million.
Bettor activity was similarly strong, with a total sports betting handle of $990.6 million, edging past October’s record and rising 5.9% compared with the same month last year.
Online wagers accounted for the vast majority of activity at $946.6 million, compared with $44 million wagered in person.
These results translated into an overall sportsbook hold of 9.92%, a healthy figure by industry standards.
FanDuel, partnered with Valley Forge Casino Resort, reclaimed the top spot among operators after briefly slipping to second place in October.
The pair generated $58.4 million in revenue from a $372.9 million handle, producing an 11.85% hold.
DraftKings and Hollywood Casino at the Meadows followed with $28.1 million from a $299.8 million handle, while Fanatics Sportsbook and Hollywood Casino York ranked third.

iGaming Remains Strong Despite Monthly Dip
Online casino gaming continued to generate substantial revenue but narrowly missed setting a new monthly record.
Total iGaming revenue reached $242.7 million, up 21.1% year over year, though down 3.4% from October’s record of $251.1 million.
Growth was driven primarily by online slots, which rose 24.7% to $185.4m million, and online table games, which increased 11.1% to $55.1 million.
Online poker was the only category to decline, falling 2.6% to $2.3 million.
Hollywood Casino at Penn National Race Course and its partners led all iGaming operators with $91.3 million in revenue, followed by Valley Forge Casino Resort at $70.9 million and Rivers Casino Philadelphia at $38.2 million.

Mixed Results For Land-Based Casinos
Land-based casinos posted more subdued results compared with online channels.
Brick-and-mortar slot revenue totaled $201.2 million, reflecting a slight year-over-year decline, while table game revenue fell 3.6% to $74.7 million.
Video Gaming Terminals at truck stops continued to grow, posting an 8.9% increase, while fantasy sports revenue also saw a modest uptick during November.
Overall, Pennsylvania collected $260.9 million in gambling tax revenue for the month, underscoring the expanding financial impact of regulated gaming, particularly sports betting, on the state’s fiscal outlook.
