When we tested the BetMGM desktop site, we found the interface easy to use, and it is very simple to find the sport and market you want to bet on. The BetMGM PA app is responsive, quick, and personalized, as well. We loved using the BetMGM app for its convenience when placing sports bets on the go, and we love getting notifications when our bets win.

We'd like to see BetMGM offer more withdrawal options and a customer service phone number. These are relatively minor points, though, and overall, BetMGM can safely be regarded as one of the best sportsbooks in Pennsylvania.

Based on our experience, BetRivers offers better odds than most sportsbooks in Pennsylvania. Its markets are fairly comprehensive, but it's still missing some niche sports offered by other sportsbooks.

However, the site's UX was not our favorite, and we found the navigation a bit confusing. While the site design feels dated, we found the BetRivers site generally easy to understand and navigate. The menus are organized with a mix of sports and markets, with props and odds boosts pushed to the top.  

We also enjoyed seeing the live newsfeed of recent winners on the right side of the app, which lists all amounts, large and small.

The SugarHouse App, BetRivers' sister product exclusive to Pennsylvania, is also available to download and use.

Caesars' live streaming might be the best in PA, with a wide selection of live betting markets and early cash-outs. We found that in-play betting loads faster on the mobile app.

PA Sports Betting Laws & Legislation

Following the fall of PASPA, Pennsylvania became one of the first states to legalize sports betting. Pennsylvania legalized online sports betting after House Bill 271 passed a final vote in 2018. Thanks to partnerships with local land-based operators, HB271 paved the way for legal sports betting in Pennsylvania in mid-2019.

The Pennsylvania Gaming Control Board regulates all sports betting in PA. The agency’s mission is to protect the public interest by ensuring the integrity of legalized gambling and enforcing laws and regulations. Players with a complaint or dispute with their sportsbook operator may request that the board investigate.

Only licensed casinos are permitted to obtain an online sports betting license. All licensed PA sportsbooks must pay a $10 million fee upfront and a 36% tax.
